Key Responsibilities: Provide strategic and operational leadership to the HSE Department, ensuring effective execution of departmental plans and objectives. Ensure all HSE records, reports, and documentation are prepared, maintained, and updated in compliance with company policies, local legislation, and ISO 45001 standards. Lead the investigation of incidents, accidents, near-misses, and hazardous situations; identify root causes and ensure timely implementation of corrective and preventive actions. Chair HSE meetings, monitor implementation of decisions, and ensure timely closure of assigned action items. Plan, coordinate, and manage internal and external HSE audits, inspections, and compliance reviews, including follow-up on findings and corrective action plans. Develop, implement, and continuously improve the company’s Health, Safety, and Environmental policies, procedures, and programs. Establish HSE training strategies for employees, contractors, and management; oversee training delivery, competency assessments, and certification records. Prepare monthly, quarterly, and annual HSE performance reports, including KPIs, risk trends, compliance status, and improvement recommendations for management review. Ensure HSE communication boards, safety alerts, and awareness materials are current, visible, and effectively maintained across all work locations. Ensure all employees, contractors, and visitors comply with company safety rules, procedures, and regulatory requirements; address non-conformities promptly. Lead risk assessment processes, safety briefings, toolbox talks, and permit-to-work controls for high-risk activities. Develop and oversee emergency preparedness and response plans, drills, evacuations, and related records, ensuring readiness at all times. Liaise with HR, Operations, Maintenance, and contractors to ensure alignment and integration of HSE practices across all departments. Monitor the availability, proper use, condition, and replacement of Personal Protective Equipment (PPE), and address shortages or deficiencies. Participate in HSE budgeting processes, ensuring efficient use of resources and successful implementation of safety initiatives. Promote a proactive safety culture and provide leadership that drives continuous improvement in workplace health, safety, and environmental performance. Requirements: Bachelor’s degree in Occupational Health & Safety, Engineering, Environmental Science, or related field. Minimum 5 years of experience in HSE roles, including managerial experience. Good knowledge of ISO 45001, HSE management systems, and local HSE legislation. Strong experience in risk assessment, incident investigation, audits, and inspections. Leadership, organizational, and problem-solving skills. Proficiency in Microsoft Office and HSE reporting systems. Good communication skills in Azerbaijani and English (Russian is an advantage). Relevant certifications such as NEBOSH, IOSH, or OSHA are an advantage. We Offer: Competitive salary based on experience. Supportive and safety-focused team environment.
