Role As part of the development and strengthening of SICPA’s operations in Azerbaijan, the HR Manager will play a critical leadership role in structuring and managing all human resources activities within the country. In this strategic position, the HR Manager will design, implement, and oversee all HR frameworks, policies, and processes, ensuring full alignment with Azerbaijani labor legislation and SICPA Group standards. The role covers the entire employee lifecycle and supports the development of a compliant, high-performing, and sustainable local organization. The successful candidate combines strong operational HR expertise with strategic vision and the ability to operate effectively within an international, matrix-driven environment. Key Responsibilities HR Strategy & Governance Design, implement, and continuously improve HR policies and procedures in compliance with Azerbaijani labor law and in alignment with SICPA Group standards. Collaborate closely with SICPA Group HR to ensure consistency in global HR practices while adapting to local legal and market requirements. Develop and implement recruitment and workforce planning strategies aligned with business objectives and operational needs. Define and manage the local HR budget, ensuring responsible and efficient use of resources. Ensure fairness, transparency, and consistency in employee management and reward practices. Propose and adapt compensation and benefits structures in line with local market conditions and within Group guidelines to attract, retain, and motivate talent. Ensure HR processes are fully aligned with quality standards, security requirements, health & safety regulations, and corporate governance principles. Talent & Organizational Development Partner with the leadership team on organizational design, workforce planning, and succession planning. Oversee employee training and development initiatives to strengthen capabilities and support long-term growth. Drive performance management processes and promote a strong performance and accountability culture. Monitor and analyze HR metrics to support strategic decision-making and continuous improvement. Employee Relations & Compliance Manage employee relations matters and provide guidance on labor law interpretation and best HR practices. Liaise with national institutions and authorities on HR-related matters (e.g., social insurance, labor inspections, regulatory bodies). Ensure full compliance with Azerbaijani labor legislation across all stages of the employee lifecycle. Oversee all HR administrative processes from onboarding to offboarding, ensuring accuracy and compliance. Profile Master’s degree in HR, Management, Business Administration, or related, ideally from an European academic institution. 10–15 years of progressive HR experience, including senior HR leadership roles, ideally within an international or matrix organization. Proven experience in building, structuring, or transforming HR functions within a growing or operational entity. Strong expertise in talent management, recruitment, employee engagement, and compensation & benefits. Solid knowledge of Azerbaijani labor law and HR regulatory requirements. Experience working with HR information systems; familiarity with SuccessFactors is an advantage. Fluent in English (C1 level required) and fluent in Azerbaijani; knowledge of Russian is a strong asset. Excellent interpersonal and communication skills, with the ability to build trusted relationships at all organizational levels. Strong autonomy and ability to operate effectively under pressure while delivering measurable outcomes. Experience in a service-oriented, production, or project-driven environment is an asset.
