Reports to QHSE & Asset Integrity Manager Position Description The Senior HSE Engineer supports the QHSE & Asset Integrity Manager in providing independent HSE assurance, operator performance oversight, regulatory compliance monitoring, incident/process safety review, and continuous improvement across SOCAR Upstream Management International LLC interests. Key Responsibilities and Accountabilities Support the Asset Integrity & QHSE Manager as focal point for all HSE matters. Review Operators’ HSE plans, KPIs, audit reports, incident reports, improvement plans, and monthly/quarterly performance submissions. Prepare HSE dashboards, trend analyses, risk summaries, and management briefing notes for the QHSE & Asset Integrity Manager, Senior Management Review environmental performance, emissions, waste, spill prevention, environmental compliance, and Operator environmental improvement actions where applicable. Monitor Operator performance against approved HSE objectives, annual plans, regulatory requirements, JV commitments, and recognized industry good practice. Participate in Operator/JV HSE meetings, audits, site visits, assurance reviews, and management reviews. Review incident investigations, root cause analysis, corrective actions, preventive actions, and lessons learned. Track HSE audit findings, incident actions, regulatory actions, and Operator commitments through to effective closure. Support review of process safety indicators, major accident hazard controls, barrier health, emergency preparedness, and crisis management arrangements. Maintain HSE risk registers, action trackers, legal compliance registers, and assurance plans. Support development, review, and improvement of SOCAR Upstream Management International LLC HSE policies, procedures, standards, and internal governance documents. Monitor applicable local legislation, international standards, and industry best practice. Support contractor and consultant HSE assurance where external support is required. Promote cross-asset learning, benchmarking, and continuous improvement. Essential Education, Knowledge and Skills Bachelor’s degree in HSE, Engineering, Environmental Science, or related discipline. Master’s degree is preferable. Essential Experience, Qualification and Job Requirements Minimum 8–10 years’ experience in oil and gas HSEQ roles. Experience with Contractors, Service Providers, Operators, upstream operations, EPCI, offshore/onshore assets, and/or asset integrity environments is strongly preferred. Experience in audits, incident investigation, risk assessment, KPI reporting, and regulatory compliance. Strong knowledge of ISO 45001, ISO 14001, ISO 9001, IOGP guidance, risk management, incident investigation, and local HSE legislation. NEBOSH International General Certificate or equivalent is preferred. ISO 45001 / ISO 14001 / ISO 9001 internal or lead auditor certification is preferred. Knowledge of technical safety, emergency response, contractor management, and management system assurance is preferred. Strong analytical and reporting skills. Excellent written and oral communication skills in English, Azerbaijani, Russian Strong MS Office and document management system capability.
